House Speaker Krowinski urges governor to sign budget bill ‘without delay’

The Vermont fiscal year 2024 budget is now in the hands of the governor.

House Speaker Jill Krowinski, D-Chittenden, transmitted the $8.45 billion fiscal document to Republican Gov. Phil Scott late Monday. The budget is a $202.8 million increase over the fiscal year 2023 budget in the general fund and a decrease of all funds by $193.9 million, including $231.1 million in one-time general funds.

The budget, Krowinski said, was delivered to Scott “weeks ahead of the traditional timeline.” Scott now has 10 days to sign the budget, veto it, or allow it to become law without a signature or veto. If the governor issues a veto, then the Legislature will start over with the budget.

“I urge Governor Scott to sign the budget without delay,” Krowinski said in a statement. “Over the last four months, the Legislature engaged in a comprehensive process, taking testimony, hearing from Vermonters, and carefully weighing the diverse range of budgetary needs. The budget before the governor has money that can be immediately allocated to communities in all 14 counties, including funding for transitional housing programs that are needed as soon as possible.

“Many housing and service providers have stated there is a critical need for additional staff, and there are funds in the budget that would allow for wage increases and the hiring of additional personnel. I am calling on the governor to act expeditiously, delivering critical aid to Vermonters in need of support and those that work every day to support them.”

The budget, according to the conference committee report, addressed emerging from the COVID-19 pandemic while meeting needs for pensions, transportation, and clean water, while at the same time addressing reserves and investments in housing, workforce, economic development, human services, and the environment.

According to a release, the budget prioritizes housing with a $211 million investment in assistance and support programs and the continued development of affordable housing units.

“Several federally funded programs designed to assist Vermonters during the pandemic and ongoing recovery were intended as temporary support systems,” Krowinski said in a statement. “One such program, the motel program, has been instrumental in supporting Vermonters. However, we knew that it would not be available in perpetuity.

“For nearly two years, we have asked the governor and his administration to present a plan to address the transition of people from the motel program into other housing. No comprehensive plan has ever been presented, and now municipalities across the state are forced to manage this transition on their own.”

Krowinski said it was the governor’s responsibility to “ensure the welfare of the state” and the “health and safety” of those living in the state.

“Not having a plan for those living in motels is a failure of leadership,” Krowinski said in a statement. “These individuals and families, who have relied on the motel program as a temporary lifeline, now face uncertainty and the risk of falling through the cracks.”

  1. The sense of urgency must be tied to a fat check she’s expecting from her handlers. The inserted players in this game must hit certain markers and accomplish certain tasks in order to collect the incentive prize money. The end game is coming. They need to collect and hunker down for the pending implosion. There is much talk and rumors swirling around DC and other areas around the country. All assets deployed and ammunition flying. They are desperate and it is showing bigly. Something serious is definately up – the collision course is set and anyone who can’t feel it in their gut or see it unfolding is still asleep. Buckle up and get prepared!

  2. Delay the vote until we default it’s the only way to stop the free fall spending. We take in enough money in the federal system and state to pay the bill’s if you don’t tack on unneeded payments like free food for all here and Ukraine war on the fed. These yahoos need to live within the check balance we have.

    The only other option is stop paying taxes as was mentioned somewhere else here but not everyone has the balls to do that.

  3. Ms. Krowinski is from New York & she came to VT in 2002 – to be a Democrat activist. . Dems & Progressives own VT now…she won. So look at this figure….here is what the VT budget was in 2002, when she “arrived”:

    $ 3,159,675,436

    And, in 2023 under the Democrat, Progressive control, the VT 2023 budget is: $8,500,000,000.

    Vermont’s population, when she came, was about 610,000,…it is now about 643,000….so VT population increased by a small 33,000 people…..but with a small 33k population increase, Vermont INCREASED SPENDING by — $5,341,000,000…that is BILLIONS….$5.341 billion.

      People don’t seem to get that they are electing “Activists” and even worse- activists from NY, one of the most screwed up states in the entire nation..

      They should be electing the regular folks they live amongst so that they know their history..

I just read a very interesting article on mental health in this country and the hundreds of BILLIONS of dollars being funneled through so called “mental health needs programs”, basically the mental health industry has been turned into the same greedy corrupt industry as pharmaceuticals and the money is just being used for lobbyists and paying off politicians to keep the money flowing with very little if it actually going to help the homeless and those with mental health issues so I urge the governor to vote down the budget and tell the legislature that they need to quit trying to force tax payers to foot the bill for everyone’s problems and tell people to take some personal responsibility for their own circumstances, and also tell the legislature that they shouldn’t be getting rich off the back of the taxpayers.

  5. The failed “leadership” is with this gal and all Dems & Progressives. They are the ones forcing a Climate infested, wasteful, astounding $8.5 billion budget – which they now DEMAND be signed. Some “people” are “woked” now, that VT will soon enough very, very serious fiscal issues…and is totally blinded by Woke & Climate. But the right people notice. It is starting…the EXODUS of those who PAY majority of all VT taxes. Remember this….1% of VT’ers pay about 10% of all taxes….and 20% of VT’ers pay just under 70% of all taxes. The rest are “free stuff & subsidized” Democrats, Liberals & Progressives who pay in relatively little. So here are facts. Look at real estate listings for sale, with just ONE BROKERAGE…high end properties, many in Chittenden County. IT IS STARTING! I counted a mere 8 houses – worth $124,000,000 – for sale. In all the rest of this list, it adds up to $345,000,000 of houses FOR SALE…and these are the $2 to $20 million ones. It doesn’t count many under $2 million ones. The exodus is starting!….the covid rush is over. Upper incomes (who PAY most of VT taxes) are now starting to vote with their feet. Can you imagine the property taxes on a $20 million house? I’d guess at least $200,000 a year. You have to be a fool to stay…unless you are a Rockefeller or Vanderbilt – of Shelburne Farms, rich 🙂 READ:

    • Also remember that if you have a $10 to $20 million house, your huge property taxes are just the start. If you have that kind of money…these people pay HUGELY into VT coffers for Income Taxes, Dividend Taxes and the big one…their CAPITAL GAINS taxes….and when they lave….be it for good, or six-months-and-a-day to Florida (no state income tax)….VT is l.oses massive tax money

  6. The Homeless problem is the results of the decades of failed Democrat policies- and their propaganda war that brainwashed generations to get us here.

    They ignore the Homeless like they ignore over 100,000 people dying a year from drugs that pour over our borders, like they ignore the fallout that their invasion at our border is causing, like the ignore the failing schools that graduate kids that can’t even read, do math and are not even ‘job ready’..like the ignored the people in East Palestine Ohio.
    Like they ignore the cost of everything skyrocketing, how long should I make this list?

    The Democrats are like a wrecking ball that they swing wildly out of control- paying no attention to what they are destroying; the remains of the American Family are left to attempt to survive within the rubble they’ve made.

    They don’t really want to ‘see’ the Homeless problem because then they’d need to take ownership of how it happened..
    And we know how it happened- we’ve watched it.
    There never used to be enough homeless people to even consider it ‘a population’.
    Yet look at what is going on today..
    This has all happened in the last 50 years..

  7. Ms. Krowinski, we have been throwing money at the homeless problem for years now and it’s not going away. I see what your plan is, throw MORE money at it. As a taxpayer, I object because YOU don’t have a plan either beyond keeping them holed up in cheap motels. Not much of a plan if you ask me.
    You and your ilk keep talking about “affordable housing.” What is that? From the rents I’m seeing, it doesn’t exist. Just keep on pandering to the wealthy as you have been since they’re the only ones who can afford Vermont.

    I hope the governor does veto the budget and then you and your ilk override it so that all of Vermont’s problems are squarely on you.

Ms.Krowinski, though I haven’t been a supporter of the Governor throughout and since the “Great Scamdemic” you have committed a great hypocrisy laying the blame of lack of plans for residency of less than fortunate citizens while showing said citizens the legislature’s lack of direction and leadership, placing those less than fortunate Vermonter’s need’s secondary to your hefty pay raises, benefit’s packages, and a cushy spot to land your lazy, uncaring bums on. How do you people sleep at night?

  9. Isn’t there a common vernacular phrase describing the grin on Ms. Krowinski’s face. It think it says: ‘I got my raise. Too bad you don’t get one too.’

    • The one-word description would be Smug. It all ties in together, keep the drugs flowing into Vermont, advertise the benefits to attract the less then desirable, offer free housing with no requirement for work, demonstrate a fake compassion for the mess created by themselves then shame those who see through the progressive plan to make voters the dependent class.

      Next step, shame the governor for seeing through their plan, shame the useful idiots who vote for the bleeding-heart policies that will keep them voting for and in control of the legislature and then give themselves a huge raise while the middle and lower class working people scrape by if they can. These progressive maneuvers by the speaker of the house are straight from the RULES for Radicals play book of which the speaker is well groomer according to her past affliations with her Activist background and affiliations.
