The good news is that the administration seems to be laying the groundwork for a potential veto of the clean heat standard if it doesn’t contain a second vote threshold. The bad news is, many members of the Scott administration have been advocates for the CHS.
Part of your prescription for reducing Vermont’s carbon footprint is continued subsidies for electric cars. Over that last year, the average price of gasoline here has gone from $2.72 to $4.34/gallon. Isn’t that incentive enough?
What was interesting was that some of the climate warriors present weren’t too keen on what has become the centerpiece of the Climate Action Plan, the “clean heat standard.”
Rep. Timothy Briglin told the House Appropriations Committee on Wednesday that the proposed “clean heat standard” would incentivize carbon-free heating systems and force fuel sellers to pay into a carbon-emissions-based credit system that proponents continue not to call a carbon tax.
And, minor detail, Vermont has no authority to make wholesalers in those states buy Vermont’s clean heat credits. Attempting to do so would violate what is referred to as dormant commerce clause of the U.S. Constitution. Oops.
The “clean heat standard” now being contemplated by the Legislature as part of the Global Warming Solutions Act will drive many these fuel dealers out of business — and where will that leave their customers?
Are you ready for the coming carbon tax on your home and business heating bill? The Vermont House is working at flank speed to enact the “Clean Heat Standard” (CHS) concocted by the Climate Action Network, and adopted by the Vermont Climate Council.
As the Legislature takes up the Climate Action Plan’s recommendation to electrify pretty much everything in Vermont by the year 2050, a big question is how are we supposed to create and deliver enough electricity to actually do that. And, of course, how much might it cost.

The Climate Action Plan is a manifesto, primarily, from a cadre of non-profit organization members, who have a goal to self-perpetuate their organizations and labor unions by creating a 27-year annuity. By doing so, they have control over the lives of Vermont residents and businesses.
