The Vermont Secretary of State’s Office hopes to reach an agreement with Gov. Phil Scott this week to institute universal voting-by-mail for the Nov. 3 general election. The SOS plan would require all town and city clerks to mail ballots to all registered voters.
Given the potential COVID-19 health risks associated with standing in line at polling places, there are understandably more calls for a move to voting by mail. This may turn out to be necessary, but if we are going to change the way we vote, we also have to ensure that the new ways are just as secure as the old.
Voter fraud is too nominal to make a difference in any given election, goes one popular line of argument. But tell that to voters in parts of Florida, Missouri, New York, and North Carolina in recent years. Districts in these four states saw election outcomes overturned after absentee voter fraud came to light.

A New York county clerk expressed deep concern over the state’s new law allowing illegal aliens to obtain driver’s licenses, arguing that such a law risks public safety and paves the way for voter fraud.
“Notably, the plaintiffs produced no witnesses stating that confusion regarding HB 1264 has led them to decide not to register to vote,” Laplante wrote. “Indeed, all of the witnesses who testified that they currently have out-of-state licenses also testified that they are registered to vote in New Hampshire.”
The Burlington Republican Party has adopted a resolution against noncitizen voting in local elections. The resolution was a response to a recent effort by the Burlington City Council to encourage voting among aliens who have legal residency.
