McClaughry: Vermont committee adopts California ICE car and truck ban

On November 17 the Legislative Committee on Administrative Rules, called LCAR, voted to approve the decision by the Scott administration to conform Vermont’s clean air rules to the latest version set by the California Air Resources Board.

Vermont first signed on to the California rules in 1996. It signed on to amended rules in 2001 – as decreed by Gov. Howard Dean over the objections – twice – of LCAR.

The new California rules require an end to the sale or registration in Vermont of new internal combustion cars and pickup trucks in 2035, supposedly to save the planet from the approaching Al Gore’s Heat Death. If Vermont doesn’t sign on exactly as the California bureaucrats prescribe, Vermont would have to comply with far less stringent requirements under the federal rules.

The vote by LCAR was 4-2 to adopt the California rule. I was interested in who the four and the two were.

When legislators vote upon a bill, the vote appears in the House or Senate Journal, and you can see who voted which way. Not so at LCAR.

So here are the names: In favor of ending new internal combustion cars and trucks, four Democrats: Rep. Seth Bongartz (Manchester), Rep. Carol Ode (Burlington), Sen. Ginny Lyons (Chittenden), and Sen. Chris Bray (Addison).

The two “No” votes were cast by Republicans Rep. Mark Higley (Lowell) and Sen. Joe Benning (Caledonia).

So now you know.

  1. The average vehicle emits about 4.5 tons of CO2 annually. About three-sevenths of this, or 1.9 tons, is carbon. With 200,000 Vermonters driving, that’s 387,000 tons of carbon that has to get deposited somewhere. Every year, my window screens along the street show me what I’ve been breathing.

  4. It is beyond me that our legislatures are too dumb to think for themselves but vote to blindly follow California, a state fifth in residents’ exiting. What happened to Vermont independence? Another Vermont legacy the dems/progs have taken from us. Note that no Republicans voted to set Vermont up to fail. We don’t have the infrastructure to do this and we don’t have the workforce to build said infrastructure. How these very dumb progressive and democrat climate CULT members get elected is, again, beyond me.

    • Too late. All this is a result of past legislatures. The game is, introduce and pass bills that have effective dates well past the biennium in which they were passed, then smugly watch.
      Coupling Vermont’s Clean Air standards to California’s was accomplished long ago.
      We in Vermont must follow California Air Resources Board rules. One of the reasons why purchasing a portable gas tank that works is near impossible. A board in California made rules regarding vapors emitted from the can.
      One of the most fascinating aspects of these rules is the virtue signaling by our electric utilities, purchasing Battery-Electric trucks for maintaining and repairing electric lines. So,
      just exactly how will a BEV line truck recharge during a storm with widespread outages?
      But, hey- you all wanted this…

    now California that’s some ” model state “, where does VT find these legislators !!

    Vermont’s climate crusaders, how about asking yourself, where is Vermont ranked as
    far as a ” polluter, ” that would be ” zero ” ??? But you can’t say that about your model
    state California………………they have fools in charge, and Vermont is a close second !!

  7. You would have to be pretty severely afflicted with Climate Change Derangement Syndrome to celebrate a silver lining in Putin’s murderous attack on Ukraine. Meanwhile, Europe has sprinted so far ahead of the United States in its quest to end the use of fossil fuels that many U.S. politicians, environmentalists and media voices look on with envy. The government is drawing up plans for dealing with blackouts that include reducing store hours by up to two hours per day, heating systems in nightclubs to be turned off and other buildings to be heated to no more than 68 degrees Fahrenheit. Online streaming services and game consoles could be banned. Christmas lights might be turned off, and all sports stadiums and leisure facilities could be closed.
    Is Europe turning into a third-world banana republic?

    • Switzerland has in fact, instituted contingency plans for rationing electricity for BEV recharging. Read as: No recharging for the common folk. None.
      Didn’t see that news item in the Free Press or NPR?
