PROTECTED?: Most Vermont schools lack armed staff or resource officers to protect teachers and students in case of a mass shooting.

After a mass shooting Tuesday in Uvalde, Texas, killed 19 children and two teachers, Gov. Phil Scott is calling for new federal gun control measures, and Vermont’s education secretary is reminding communities about important resources that may prevent future tragedies.

“In Vermont, we showed you can take meaningful action on commonsense gun safety measures to protect our citizens — upholding both their safety and their rights. It’s time for the federal government to take similar action,” Scott said in a statement released Wednesday.

“Our hearts are shattered for the 19 families whose children did not come home last night, and the loved ones of two brave educators. I’ve struggled to find the words to share in response to the horrible, gut-wrenching tragedy in Uvalde because we’ve gotten to a point where words are not enough. It’s time for us to come together as a nation to better protect the most innocent among us — our kids,” the governor said.

Vermont’s education secretary, Dan French, also released a statement Wednesday expressing condolences and reiterating what schools can do to help prevent or minimize tragic shooting incidents.

At least 19 children and two teachers are dead after a shooting Tuesday at Robb Elementary School in Uvalde, Texas.

“We mourn the loss of these children and school staff in what is another horrific and senseless act of gun violence in our schools and communities,” French said. “Our thoughts are with the families of the victims, and with our colleagues of the Uvalde Consolidated Independent School District.”

“Now more than ever we must remain vigilant against acts of violence in our schools,” French added, and he reminded Vermonters about resources available through the Vermont School Safety Center.

In particular, French called on administrators and staff to review the “See Something/Say Something Campaign,” school behavioral threat assessment resources, and the anonymous School Safety Tipline, in which concerned citizens can call (844) 723-3488 or TEXT 274637, type in keyword SAFE4VT, and then leave a tip.

“These violent incidents can be very difficult for students to process, and may bring up fear and anxiety, especially for children who have already experienced trauma in their lives. You can find resources for talking with children about traumatic events, as well as crisis help resources on the Department of Mental Health website,” French added.

According to FBI data, it takes officers at least 3 minutes to arrive before an active shooter may be confronted during a shooting event. The shooter in Texas is confirmed to have been stopped by armed officers who arrived at the scene. Nearby border patrol agents prevented the massacre from continuing.

While neither Scott nor French referenced School Resource Officers (SROs), these armed security personnel have prevented mass shootings already in other parts of the nation.

President Joe Biden also weighed in on the shooting, laying blame on “the gun lobby.”

“When in God’s name are we going to stand up to the gun lobby?” Biden said. “When in God’s name will we do what we all know in our gut needs to be done?”

“I am sick and tired of it. We have to act. And don’t tell me we can’t have an impact on this carnage,” the president added.

Fox News commentator Tucker Carlson responded to the president’s comments, criticizing the response as “Frail, confused, bitterly partisan, desecrating the lives of recently murdered children with tired talking points of the Democratic Party.”

  1. It’s interesting to see what was on peoples minds way back when this was a fresh article.

    Today, as we sit here, I am wondering why the governor is not calling for some border control.
    Look at what the number of people that die in mass shootings is compared to the over 110,000 a year we are losing to drug deaths. They are not even comparable in numbers.. yet one seems to matter a whole lot more than the other.
    We are obsessed with Covid and guns and there is a mass poisoning going on with Fentanyl- in addition to an invasion at our border where the poison is pouring in..

    But lets not let the facts get in the way of politics.

    I had the misfortune to hear part of your speech yesterday at the Vermont Veterans Memorial Cemetary. Given that you’re calling for more gun control AND also parroting the Democratic Party lies – sorry, I meant “talking points” – about the January 6th PROTEST being an invasion, it would be FAR more honest if you stopped claiming you’re a Republican and just switch your party affiliation to the Democratic Party… since from where I sit, I can’t see a bit of difference between you and any other Democratic Party hack.

    I’m not sure what a reference to that had to do with Memorial Day, anyway… since no soldier (or even civilian cop) was killed on January 6th… other than the retired Air Force Sr Crewman Ashli Babbit, that is, murdered by a DC cop.

    The proximate cause of the mass shooting in Texas was, in part, a careless teacher propping a entrance door open for their personal convenience which allowed the shooter easy access to the school and the classrooms.

    Gun Control only limits the ability of law-abiding citizens to obtain fire arms – the lawless and the insane rarely care about or follow the rules made by foolish lawmakers !

When the young man whose name I will not use was interviewed by VSP after threatening to shoot up the Fair Haven HS for the SECOND time he made it very clear to the VSP that he would eventually do what he had vowed to do, and that is shoot up the school. The first time that he threatened to do it he was sent to a school in Maine. When he realized that at age 18 he could sign himself out of that school – he did, and returned to VT to shoot up the school. He purchased a shotgun although he still had the shotgun he originally purchased from a friend (for the first threat) and “modified to make it more concealable”. It scared Phil Scott into turning his back on the sportsmen who had supported him and he didn’t even try to talk to the sportsmen before he put the knife in our back. It caused great turmoil in the Legislature with vows to make laws so that it would “never happen again”. The Legislature with Scott’s blessing passed absolutely worthless laws and patted themselves on the back because they had “done something”. I have tried to find out if the original shotgun was modified to make it a sawed off shotgun which would have put the wannabe shooter in jail for several years. No one knows if it was short enough to be illegal and no one can tell me why he wasn’t prosecuted for it. Nothing happened to that wannabe-nothing. Now, I would like to know who knows where that young man is living now? He is keeping track of him? What is he doing? Has he undergone any treatment? I am willing to bet that the whereabouts of that young man is unknown and I would like to know if anyone has talked to him lately to see if he still plans on fulfilling his promise to shoot up the Fair Haven school.

  6. The obvious. Every one of these young males who perpetrated a school shooting and was taken alive into custody have been found to be suffering from schizophrenia. This is a mental illness that begins to manifest in the mid-teens to the mid-twenties. As long as the public and government remain ignorant of this fact there will be no reduction in these incidents.

  7. 40 years ago, we had about the same number of guns per person and fewer restrictions on them. We had very few incidents of mass murders or gang violence.

    Today this sort of thing is happening way too often.

    What has caused this change? It would be pure ignorance to blame guns.

    I am convinced the change is due to the loss of spiritual belief. The socialist factions in government have made even the mention of God or spirituality in schools practically a crime: they teach our kids they are just animals, and they should only worship the government.

    Without the proven benefits of having spirituality and the morals taught by Christianity (or practically any of the great religions), our children lack the tools to cope with the challenges of life. Religion has been a HUGE part of mankinds history up until just the last handful of decades. The lessons of religion have been handed down for thousands of years.

    If public schools can teach history, why shouldn’t they be able to teach about religion? No, I’m not saying any particular faith should be taught. But what is wrong with exposing our kids to the fact that these religions exist, even if it is just in an academic, historical context?

    Many children may find salvation.

    • You could not have hit that nail any more square on the head. That is the core of our problems in society, unfortunately, nobody that is in a position to make a difference has the morality to do so.

    • While I believe you are right about the lack of spiritual belief, the cause is really due to to the parents neglecting their responsibility and raising their children in a immoral environment.

      The parents are really to blame for allowing the system to brainwash their children.

      That means everything from the Internet, the MSM and the school systems from interfering with what used to be the parent’s work to educate their offspring.

      You don’t have to go to church every Sunday to instill a sense of moral obligation in your children. It just takes commitment and stamina. Something called responsibility.

  10. My heart is breaking for all those, and especially the parents touched by this tragedy. Parents waiting to find out if their children survived had DNA samples taken lest the result of high velocity bullets at close range on some of the small bodies slaughtered left them unrecognizable.

    My grandsons ages 13 and 15 had to take a Hunters Safety Course and pass an exam and understand the responsibility that goes with the handling a firearm before being allowed to hunt. This makes sense.
    Allowing an 18-year-old to purchase two assault guns and hundreds of rounds of ammunition on his 18th birthday in a country where violence is glorified, and insults and curses are celebrated as examples of free speech does not.

    Governor Scott recognizes we live in a far different world than when high school students during hunting season would at times come to school with a gun in the gun rack of their pickup and nobody thought much of it. There is a need to balance freedom with responsibility. Unless some reasonable actions are taken, we will be sure to have more of these horrific mass shootings.

    • Let’s talk about what is happening to our boys. We are putting them on drugs of speed in grade school, the we shame theme with CRT and trans training and many are in fatherless homes. Then they get into cannabis which causes psychosis and psychosis causes violence. It is a fact the last 3 shooters were all heavy pot users. It is time we really look at what is going on in the schools and take steps to stop the above from happening. Sweeping this under the rug with gun control will not stop the problem. Have you heard of knives?

    • There is also a need to deal with the misfits and kids that plot this nonsense, in many cases are known to family members and others about what they are up to and say nothing. It is not the NRA members, and law abiding gunowners that are the cause of these shootings. Time to get real, go where the problems are and leave me and the rest of the folks who go to to the range to shoot once a week or so with legally purchased equipment, being used responsibly, alone.   12. Has anyone noticed who the recent mass shooters are? Mostly young troubled kids who are well known in their circles, at school, at home and by the police. Each time a tragedy strikes we learn that these kids were allowed to continue their behavior unabated. Right here in Vermont, we witness shootings done by felons from Mass, Connecticut and New York previously convicted of numerous felonies but allowed to walk among us to distribute their poison while carrying illegal guns and causing drug turf shoot outs on city streets. The mental health crises of homelessness, the endless welfare checks and weak prosecutions allow all of this but who gets the blame in the press, the lawful gun owner.

    Progressives push for control of the tool, the firearm used by criminals. What person with a healthy mind enters a school to kill little innocent children? They push legislation to disarm the people who are not the problem to cover for the failures of progressivism. Defund the police, decriminalize drug use, legalize prostitution, social justice warriors lying about about inequality and inclusion stirring the pot of violence. In a nation of 21,000 gun control laws already on the books federally and locally, the dem/prog cult pushes for more laws to attack the people who are not the problem.

    In a sane world, people would recognize that laws only work for members of a civil society. Criminals are criminals because they ignore laws. Drugs are banned and illegal yet they reek havoc in all of our communities. The short sighted, virtuous progressive believes that firearms can be removed from America and banned just like drugs have been. You have to really be stupid to believe that or that another law will stop the mentally insane from committing another mass shooting.

    Our southern border is wide open for smuggling guns, drugs, criminals and gangs. Our corrections agencies and prisons have been underfunded. Mental health facilities disbanded and jobs shipped off to other countries caused by Congressional kickbacks and greed. But one or two more gun control laws to disarm the law abiding citizen or an outright ban in violation of our constitutional rights will solve all this mayhem. We really have been dumbed down as a society if you believe any of what the media and progressives are telling you. Replacing the father with a welfare check, destroying our manufacturing base, ignoring the constitution, allowing the illegal invasions of our borders, a lying media, career politicians, corrupt federal agencies, the greedy politicization of everything, woke corporations and the censorship of free speech by the tech giants have brought us here, not the NRA. As long as Americans are deaf, dumb and blind as to the cause of our current maladies we will continue to fall.

    18 U.S.C. S.922(I) – shipping, transporting or receipt of a firearm across state lines with intent to commit a felony – 10 yrs.

    18 U.S.C. S.924(a)(1)(A) -carrying, using or possessing a firearm in connection with a federal crime of violence or drug trafficking – 5 to 30 yrs. consecutive mandatory minimum sentences

    18 U.S.C. S.924(j) – for committing murder while possessing a firearm in connection with a crime of violence or drug trafficking – Death or up to life imprisonment

    18 U.S.C. S.924(e) for a “prohibited person” who has three prior convictions for drug offenses or violent felonies – 15 years mandatory minimum

    18 U.S.C. S.924(g) – for interstate travel to acquire or transfer a firearm to commit crimes – 10 yrs.

In the aftermath of Sandy Hook Senator Ted Cruz introduced a bill that would make available $300M to schools to harden access to students and teachers who can not defend themselves from crazed assailants. This was in 2013. The Democrats filibustered the bill and it never moved forward. Just maybe this tragedy could have been prevented. I’d like to know where Ted and Bernie stood on this issue but I doubt they can remember that far back.

  15. It stands with reason that assault rifles are often blamed for the murder of innocent people, especially when they are used to do so. All guns are blamed sooner or later, whether or not they are used. Then knives and forks, even spoons or the kitchen sink. Blame is assigned to anything and everything other than the actual culprit – ourselves, and our human condition.

    Those who blame objects for the actions of people are in denial of the prospect that shakes the foundation of their personal and political narrative – a false narrative, to be sure – that good people don’t, sometimes, do bad things.

    There is no single reason. In fact, much more often than not, the circumstances are infinitely variable. And herein lies the problem with trying to correct the circumstance. It can’t be done. It is forever changing.

    We should be correcting our perspective on violent behavior. It happens. It will always happen. And it will always have unique circumstances when it does.

    This is not to say that preemptive actions are unworthy or that we should be defeatists in that regard. Due diligence is a worthy endeavor. None the less, the violence will persist. And as with any potential attack, the best offense is a good defense.

    Reasonable people maintain a strong military to prevent wars, not start them. And history shows us that attacks are never, intentionally, directed to the strength of one’s defenses, but to the soft targets, the poorly defended positions. And those are our schools, religious institutions, and healthcare facilities.

    The attacks will continue. Especially as our society becomes more and more stressful. And it is pure hubris to think that we can change human nature. But we can protect ourselves by anticipating that these attacks will continue – as opposed to focusing on the inanimate objects used to perpetrate the crime. Again, if not assault rifles, then knives. FBI Stats in 2020 found that twice as many people were killed with knives than with shotguns and rifles combined.

    We must harden the soft targets. Restrict access to our schools. Use fences. Lock doors. Use metal detectors. Hire more, not fewer, armed security guards. Turn these institutions, especially where our children are congregated, into fortresses.

    And to those who say they don’t want our kids to have to live like this, I say put that sentiment to those who have lost loved ones over the years. Surely, they would prefer to have their children live like that, as opposed to not live at all.

    We are all God’s children. Without God, we are but Lord of the Flies.

    • Semantics about “assault rifles” are very confusing and are being used to cloud the actual facts.

      An assault rifle is a military grade weapon which has an enabled “Select Fire” setting, which may allow single shot, burst or full automatic fire. Anything classed as an “assault weapon” is NOT available to the general public without a $20,000 – $30,000+ license fee and VERY intrusive checking.

      Will you please stop using these terms inappropriately.

  20. We had “resource officers” in Vermont until the whole Minneapolis thing when we decided that the police just frighten the little snowflakes…and then we pulled them.
    Three or four decades ago, we as a society decided that institutionalizing the seriously mentally disturbed was a violation of their civil rights. Right or wrong, that doctrine makes these kinds of acts of evil inevitable. We must not allow emotion and overreaction to again compromise the doctrine of the Second Amendment that has been around since this nation’s inception. Leftists like to bring up the need to address “root causes” of society’s problems. The problem of school shootings has two root causes:
    -deinstitutionalization of the dangerously mentally disturbed
    -the “great society” programs destroying the nuclear family and attempting to replace a father with a welfare check

    • What are you saying? Now the seller of the gun has to know the mental status of the person he is selling the gun to? The guns were purchased legally.

    • The manufacturer and dealer of the motor vehicle that kills someone on the highway should be treated the same? A motor vehicle is as deadly a weapon as a firearm. Is it the operators fault or the maker of the inaminate object? We are living in Obama’s third term. These things happen for a reason. We must expose and address the reason behind this behavior. These events trigger many emotions and knee-jerk reactions. The timing of these events is more suspect than the suspect.

    • Both the shooter and the gun dealer were legal in the purchase of those rifles.

      Nothing at that moment prohibitted those sales by that dealer

      Depravity came days later and kids and teacher were murdered.
      Depravity is not soemthing a gun store staff can know.

  22. Again, I need to ask, do you think this argument that laws and regulation about implements used in crimes will actually improve our safety and reduce tragedies like this Uvalde massacre? Will more regulations and restrictions have any impact on folks like Salvador Ramos? I’m increasingly more convinced that this is folly. I’m wondering how many of the school staff were carrying? …and are more school folks going to consider this option now?

  23. The first thing I want to say is this latest attack on innocence is evil. My heart hurts for every child, parent and family member affected by this act of evil. May God hold and bless each of them.
    On April 11th 2018 Phil Scott signed three gun laws that did nothing to protect anyone or prevent any gun crime in Vermont.
    Governor Scott’s reason for what he did was because he was afraid there would be a school shooting in Vermont.
    But the unconstitutional actions he took on that day did nothing to protect any Vermont student or school. He was called out by many who asked why he went after lawful Vermonters but did not make any effort to secure any school in Vermont.
    No law enforcement or security personnel were hired. No metal detectors were installed at school entrances.
    And we are rolling the dice everyday the schools are not protected.
    Too many politicians and Vermonters are afraid of guns to the point where they refuse to have trained professionals protect their children.
    Whether it is an armed Teacher, School Administrator, Janitor, Coach or any other staff member. Whether it is armed and trained security professionals, law enforcement officers or a former Military Veterans. There are so many ways to protect our students and every person in the school.
    One thing that can never be questioned is that it takes a good person with a gun to stop a bad person with a gun.
    For everyone that is going to scream once again that we need more gun laws, Which of the thousands of gun laws on the books failed ? It isn’t one more gun law that will stop these evil acts.
    It is proactive mental health counseling to prevent something from happening. Especially because so many of these shooters are known by law enforcement.
    It is a wall of protection that would stop it if someone does try to get into a school.
    We need locked, secure entrances in our schools, and we need armed and trained professionals who would step up immediately to end a threat before it becomes another nightmare.
    Phil Scott has been most cooperative in working with the legislators who continue to remove our Constitutional Rights.
    Maybe he could take some of the covid money to hire professionals for every school in Vermont that would prevent this from happening in Vermont.
    Because attacking law abiding Vermonters won’t prevent any criminal from doing this, in fact it will make it more likely.

If we were going to protect the children we should have taken the governor out of office already since he’s been pushing the jab that has sent 569 children nationally to an early death, and 1124 kids to an early death. (I just looked these numbers up in Vaers and these are just the ones that were reported, sometimes this is only 1% of the number of actual events)

    This rhetoric is laughable just like his status as a Republican or Leader.

    He is one of the main reasons that the Republicans in this state get no money. Why would anyone donate to a party unwilling to kick out a man wanting to take their constituents rights away while calling them racist for their political choice, a choice of which he himself is supposed to align?

      I am not shocked at the level of incompetence by the VTGOP , its lack of proper leadership of its potential candidates and for the ones in office. WHY HAS THE VTGOP NOT RENOUNCED SCOTT FOR HIS RINO BEHAVIOR. AGAIN AND AGAIN.
      Because they like it.

      If you want to end school shootings the plan of action is clear. Stop drugging kids. Each of the school/mass shooting\s have been done by DRUGGED PEOPLE. Too many times I say the same thing and am right each time. Too many people are either lazy or stupid when raising kids, so instead of dealing with a problem, whether it is parents or teachers(mostly teachers) who want kids DRUGGED to make them compliant and less likely to tell parents of problems they are having in school, like bullies, whether from fellow students or by the teachers, yes teachers. I was assaulted by a teacher in 8th grade, and as mad as I was did not pick up a gun, we had many both at home and at friends and relatives and shoot up the school. Never even entered my mind. Stop , just stop with the hyperbole. More distractions to what are government is doing to screw us.

  31. To discuss violent acts committed with firearms without discussing mental health and the lack of treatment here in Vermont makes as much sense as discussing male pregnancy, or debating the existence of more than two genders.
    Scott is as complicit as the legislature in their failure to address mental health issues- while insisting that firearms are the root cause of gun violence. Apparently I have good rifles. They just sit in the corner and never commit “gun violence” unlike some other firearms do.
