Secretary of State Jim Condos announces election law changes to address the COVID-19 pandemic

This new temporary law also creates emergency powers to allow the Secretary of State’s office to enact the necessary measures to enable Vermonters to vote safely during the 2020 COVID-19 health crisis. Such measures could include the mailing of ballots to every registered voter.

Gov. Phil Scott today announced new guidance in response to COVID-19, commonly known as the novel coronavirus. Today’s guidance updates the executive order he issued on March 13, which declared a state of emergency in Vermont.

Governor Phil Scott on Monday vetoed S.23, a bill that would have mandated an increase to Vermont’s minimum wage. This mandate would have been on top of increases that already occur annually under current Vermont law.

Constitutional challenge to Legislative Counsel and House Judiciary

After watching initial House Judiciary Committee hearings on H.610, I was stunned that Vermont’s Office of Legislative Counsel (represented at the House Judiciary Committee by Attorney Erik Fitzpatrick) did not even address the issue of potential conflict with the Second Amendment.
